In the short time after its emergence, the new Czechoslovak state was interested in the shaping of the basic political orientation of its citizens under the new social conditions. The outcome of this effort were act n. 67 from February 7th 1919 about the organization of the civic education courses and the act n. 430 from July 22nd 1919 about the public municipal libraries. The Department of the Ministry of Education in Bratislava under the leadership of Anton Štefánek used those acts to organize various forms of education for the whole adult population. The most advanced among those courses were the courses of the civic education.
